You should always consider your wedding or portrait session an investment into memories of one specific time in you or your family's life. No amount of money can bring that back, so of course it is an investment. With that in mind, it will not be an investment that breaks the bank either.
I can not tell you how often I see brides and/or grooms and their families spent so much money on the flowers, food, invitations, decorations, etc. and have little left for photography. Let me ask you something-what is the only thing left after the ceremony and reception on one of the most important days of your life? Photographs and video would be the only two things I can think of, so why does it make sense to not invest in those items. It's your wedding, your memories. You can decide how to preserve it, but I recommend putting it at the top of the list at least no matter what the budget.
